The CGIAR Research Program on Climate Change, Agriculture and Food Security, enables download data from weather. One advantage is its constant updating. At the time of writing this blog are available in three main sections.
Spatial Downscaling: It is the oldest and most stable section. It even has a video showing how to download (see box on the next picture).
Weather Stations: This section currently has some official data stations. New data is expected soon. Similarly, it is being proposed that more countries will join this initiative and share their information.
To find the available data you can access the Search tab, fill out the forms. When making inquiries do not need to enter credentials (1), only if required to download information.
In Download (4) shows if the data is restricted.
