What about, http://www.cartodruid.es. It has a good set of tools with gis functionalities: measurement, point / line / polygon editing, configurable labels, dynamic symbology. It allows you to configure the form and display of each layer, handle mbtiles and spatialite files natively. I think it’s worth checking out.
